About the Trainer/Resources Person
Md. Rafiqul Islam is a monitoring and evaluation (M&E) expert with over 20 years of experience in his field, including almost 15 years on internationally-funded development programs (and the remaining years on USAID-funded programs). His technical focus was on integrated food security program; integrated nutrition program; household livelihoods security, integrated agriculture (rice fish, horticulture and homestead gardening); water and sanitation; women’s empowerment, and value chains. Prior to this positing he served as the M&E Manager for the $64M USAID/Food for Peace Nobo Jatra DFSA in Bangladesh. In this position he provides technical and managerial leadership for the development and operationalization of the DFSA’s comprehensive M&E plan and system, utilization, and tracking systems; integrating gender, youth and environment indicators; and assuring data quality in compliance with USAID requirements. With a strong foundation in quantitative research in statistics, Mr. Islam also provided short-term technical assistance to World Vision’s $160+M SPIR (Strengthen PSNP4 Institutions and Resilience) DFSA project in Ethiopia. He previously worked for CARE Bangladesh as a Technical Coordinator for M&E/MIS for the SHOUHARDO DFAP; Data Analysis Manager, Rural Livelihood Program; and Monitoring and Evaluation Technical Coordinator, Integrated Food Security Program. He earned a Master of Science in Statistics from Jahangirnagar University in Dhaka, Bangladesh. Mr. Islam is currently working with CARE Malawi (African Country) and leading Monitoring and Evaluation for $75M USAID/Food for Peace, DFSA at Malawi. Mr. Rafiqul Islam has vast knowledge on M&E and sampling Technique/Methodology/Strategy for long time.
