Profile: Md. Nazrul Islam is a dedicated expert with more than 30 years of practical experiences in providing high-level and demand-driven monitoring, evaluation, and learning (MEL) supports to the development projects. He led MEL activities of the development projects with major responsibilities of designing MEL plans, setting baseline and targets of the indicators, conducting routine monitoring, annual/biannual performance assessments, and preparing multiple forms of reports (i.e., progress report, performance plan and report, annual performance report, etc.). He also designs and implements operation/action researches, assessments, feasibility studies, case studies; and manage third-party contracts for project evaluations and other special studies. He conducted data quality assessment with actionable recommendations to address any emerging data quality issues and assist IP to develop a performance improvement plan based on the DQA recommendations. He also facilitated MEL capacity building of the implementing partners and the key stakeholders through training, transfer of learning, and knowledge management activities. He has excellent communication skills for relaying information for improvement and process change, and strong interpersonal skills with extensive production of technical knowledge. Mr. Islam is constantly updating knowledge of monitoring, evaluation, and learning to implement them effectively at own place of business.
Profile: Mr. Bilash Mitra is an International Development Specialist with 22 years of progressive experience providing strategical and/or management support to the design and implementation of Monitoring, Evaluation and Learning for market system development (MSD) and others research and development initiatives likes; Rice and Diversified Crops Activity (Market System Facilitation Approach), Agricultural Research and Development, Rice Value Chain, Livelihoods, Food Security (including MCHN), Adolescent and Women Reproductive Health, Democracy and Governance and 5 years’ experience on Data Management Position. He is experienced in development of Theory of Change (ToC), Result Framework, CLA, Sector/Intervention Result Chain, MRM Plan, Logical Framework and Impact Pathways Analysis for managing impact. To perform the system experienced in development of survey tools (baselines, final and sector assessments and evaluations); supervision of survey teams and consultants; database design and management; enhancement of data collection tools; and M&E training and technical assistance of field teams for real time data collection and analysis, he has specialized skills in knowledge management to ensure that best practices and lessons learned are applied across a portfolio of programs. He is an experienced trainer possesses excellent communication skills and a keen ability to relate to field and HQ staff, donors and government officials. With an academic background in Development Studies, Statistics and Computer Science, he is highly skilled in the integration of M&E system for development sectors, information management and analytical presentation. Native Bangla speaker with English language skills and experience in multilingual and multicultural settings. Also have basic French language skills and experience.
